When do WAIPS requirements apply?

Information for procuring agencies to understand when the Western Australian Industry Participation Strategy applies to a tender before using the WAIPS Portal.

Before registering an account or logging into the Portal, check if the Western Australian Industry Participation Strategy (WAIPS) applies for the planned tender. If the total contract value exceeds the figures outlined in the table below, WAIPS requirements will apply. 

Supply thresholds

WAIPS applies to all forms of procurement (goods, services, housing and works) that are above designated values, including private-public partnerships and grants. The values (total life of the contract including GST) for WAIPS requirements are below:

When WAIPS applies, prospective suppliers must complete and submit a participation plan as part of their bid. To learn more about WAIPS requirements, visit the WAIPS Information page.

As the procuring agency, you may be able to apply for an exemption to waiver the tender from this requirement. More information about exemptions is located on the exemptions information page.

Agency responsibilities 

Under the Western Australian Jobs Act 2017 and the Western Australia Industry Participation Strategy 2020, WA Government agencies are required to:

  • Include and assess the participation plan when evaluating the prospective supplier's offer to supply, in accordance with the WAIPS.
  • Incorporate relevant participation plan commitments in the supply contract, as stipulated by the WAIPS.
  • Include reporting requirements in the supply contract, as per the WAIPS.
  • Provide information, upon request, to the Minister for State Development, Jobs and Trade, to facilitate reporting to Parliament.
  • Implement all other aspects of WAIPS.
