Applications to the Expression of Interest process closed on Friday 25 October 2024.

On 26 September 2024, Energy Policy WA hosted an online information session about the Expressions of Interest process for Priority Projects under the PET Plan.

Response to Submitted Questions

As part of the EOI submission process, potential project proponents were able to submit questions via direct correspondence to inform their submissions. Responses to these questions submitted to Energy Policy WA can be found below.

Please advise what Government has so far determined with respect to the role and function of ‘CorridorCo’?

The Government is working through the detail of the proposed CorridorCo model(s) and has outlined current thinking in Appendix A.2 of the EOI application guidelines.

Do you have a preferred submission format?

We are agnostic regarding submission format and will assess the content of all submissions as outlined in the EOI documentation (see below for relevant documents).

Could you advise where submissions are to be submitted?  

Yes, submissions can be sent to pet.secretariat@demirs.wa.gov.au

Could you advise on any document parameters for document submission (noting some submissions may contain a number of large documents could be submitted), e.g: Formats acceptable/preferred?

There are no restrictions on formats so long as specialist software is not required for access.

What is the maximum e-mail size?

The maximum size for a single email is 150 MB (including attachments), if your submission is likely to be larger, please contact the department (pet.secretariat@demirs.wa.gov.au) ahead of the deadline to organize alternative arrangements. You may be required to nominate an email address to receive a secure file transfer link or divide your application into more than one email.

Any other file or system security requirements?

If you have concerns submitting confidential information through an email a secure file transfer system (outlined above) can be provided.

Will you issue receipts when submissions are received?

Yes. 

What should we as a potential proponent focus on if we are unable to fulfil the full set of criteria?

As noted in the application Guidelines (section 5.2), the WA Government will assess the totality of each application, and the criteria is not formally weighted.

It is for a proponent to consider what to focus on to submit its strongest application in this competitive process.

Will proponents be able to form a consortium after the EOI submission deadline?

Yes, the consortium does not need to be formed before the application period closes. That is, the governance structures etc do not need to be formally in place before the application period closes.

In its application, a proponent proposing to form a consortium must (1) identify the proposed leader (2) identify the other members (3) include a letter of support from those members (see sections 6.2 and 10.6 of the guidelines). 

What should we as a potential proponent focus on if we are unable to fulfil the full set of criteria in the short timeframe?

As noted in the application guidelines, the WA Government will assess the totality of each application, and the criteria is not formally weighted. It is for a proponent to consider what to focus on to submit its strongest application in this competitive process.

Is it possible to form a consortium?

Yes, see sections 6.2 and 10.6 of the guidelines.

There is concern about the time proponents have in forming a consortium, will proponents be able to form a consortium after the EOI submission deadline?

Yes, the consortium does not need to be formed before the application period closes. That is, the governance structures etc do not need to be formally in place before the application period closes (and EPWA is relatively agnostic as to those structures).

In its application, a proponent proposing to form a consortium must (1) identify the proposed leader (2) identify the other members (3) include a letter of support from those members (see sections 6.2 and 10.6 of the guidelines). We expect that strong applications would elaborate on the proposed consortium (that is, who is doing what, when will it be formed etc).

Are we able to receive an extension for our EOI submission?

No, there are no extensions.

Can a proponent propose amendments to the deed poll?

Yes. A proponent may, before the application period closes at 5PM (WST) on Friday, 25 October 2024, propose minor amendments to the deed poll. The WA Government is not obliged to accept the proposed amendments.
