Welcome to the September TAC Update

Following its tabling in Parliament, the Training Accreditation Council's 2022-2023 Annual Report is now available to view.

Highlights during this period include:

  • increased levels of compliance at main audit;
  • strategic reviews into the delivery of first aid units and units of competency that lead to High Risk Work Licences (HRWL);
  • monitored RTOs delivering training in the heavy vehicle and security industries and the individual support sector;
  • positive outcomes from the biennial RTO and Stakeholder Perception of Performance surveys with over 90% of RTOs and stakeholders rating Council’s performance as ‘good’ or ‘excellent’; and
  • a significant increase in participation in the Council's education program with 2,027 participants in the last financial year.

The Council acknowledges the substantial efforts of RTOs during this period and their ongoing commitment to their learners and delivery of quality training and assessment in Western Australia.

Changes to the Fit and Proper Person Requirements

A new Fit and Proper Person Declaration is available and all declarations made after 18 September 2023 must use the new form.

More information is available in the TAC Special Bulletin dated 15 September 2023.


Focus on Quality - Renewal of Registration

TAC regulated RTOs are initially granted registration for two years. Following this initial registration, RTOs are required to undergo a renewal of registration process every seven years.

Renewal of Registration FlowchartIn the 2023-2024 financial year, approximately 26% of TAC regulated RTOs will be expected to apply for renewal of registration. RTOs are required to submit their applications for renewal between four and six months before the end of their registration period.
 
The Initial or Renewal of Registration Application Guide and the clip Completing a Renewal of Registration Application via the RTOPortal have been created to assist with the application process.

As part of the application, RTOs are required to:

When an application is received, TAC will undertake a risk assessment to determine if an audit is required. An invoice for the renewal of registration application assessment fee will be sent to the RTO for payment.

If an audit is required, further information on the process is available on the TAC website.
 
If the application for renewal of registration is approved by the Council, the RTO's registration will be renewed for up to seven years.

The Council recommends that all TAC regulated RTOs, who will be submitting a renewal of registration application, access the TAC Education Program guidance materials and workshops, particularly the Renewal of Registration webinar to assist with RTO readiness and meeting the renewal of registration requirements.

RTO Annual Declaration on Compliance

Remember to complete the 2022-2023 RTO Annual Declaration on Compliance by 30 September 2023.  A link to the Declaration was emailed to the Legally Responsible Officer and Registration Officer at the RTO.

New and Revised Fact Sheets

The new Continuous Improvement Fact Sheet provides guidance to RTOs on developing and maintaining continuous improvement processes consistent with Clauses 2.1 and 2.2 of the Standards for RTOs.

The Awarding Credit Fact Sheet has had a minor update to the flowchart on the last page.


New Look for TAC

Over the next few months, you may notice a change in TAC's branding in our communications and range of publications.

We have refreshed our brand and hope you like the new look.


Transition Extensions

At the August and September 2023 meetings, the Council agreed to extend the transition period for the following training products:

  • 11 qualifications from the Agriculture, Horticulture and Conservation and Land Management (AHC) Training Package;
  • 7 qualifications from the Community Services (CHC) Training Package;
  • 3 qualifications from the Health (HLT) Training Package;
  • 3 qualifications from the Sport, Fitness and Recreation (SIS) Training Package; and
  • 1 qualification from the (PSP) Public Sector Training Package.

At the September 2023 meeting, the Council agreed to the extend course accreditation to 31 December 2024 for the following two accredited courses:

  • 52823 WA Course in Applied Vocational Study Skills (CAVSS); and
  • 52832 WA Course in Underpinning Skills for Industry Qualifications (USIQ).

The Council may consider requests to extend the transition period of a superseded training product when certain conditions apply.  Further information is available on the TAC Website.


Other Important Updates

Western Australian Training Awards

The Council is proud to support the 2023 WA Training Awards and would like to congratulate Holly Gudsell for being this year’s winner in the WA Trainer of the Year category!

VET Qualifications Register for Secondary Students

The VET Qualifications Register for Secondary Students for the 2024 school year is now available. The register aims to assist schools and RTOs to select qualifications that are more likely to be completed by secondary students or help them to transition effectively to further training or employment.

RTOs are encouraged to familiarise themselves with the qualifications register to determine their capability and capacity to meet mandatory training package/accredited course assessment requirements, and regulatory and licensing requirements.

WorldSkills Australia National Championships

TAC would like to congratulate this years top apprentices and trainees who competed in the WorldSkills Australia National Championships. WorldSkills Australia competitions are held every two years and provides young people an opportunity to showcase their talents, benchmark industry excellence and champion skills pathways in VET.  

The top Australian performers – the Skillaroos – will now compete against 82 member countries for the title of the world’s most skilled country at the 2024 International Competition in France. See the results of the WorldSkills Australia National Championships.
