Police are responsible for providing approval for three types of event ‘permits’:
- Orders for road closure.
- Suspension of the Road Traffic Act and/or regulations.
- Public meetings and/or processions.
In most instances you will need approval from the local authority (and Main Roads WA if the closure involves a main road e.g. a highway or freeway).
Road closure and temporary suspension of the Road Traffic Act and/or regulations should be lodged at the police station nearest to where the event is being held at least (4) weeks prior to the date of the application.
It is preferable public meeting and/or procession permit applications are submitted to the police station nearest to where the event is being held at least four weeks prior to the event, to provide more time for processing. However, Public Order in Streets Act legislation requires notice of at least (4) days, or the application may be refused.
Organisers for major/large events are recommended to begin liaising with the police station as early as possible. Events on roads legislation requires Category 1 road closure applications to be lodged at least (6) months prior to the date of the event.

Road closure
Road closures can be applied for by individuals, sporting clubs/groups and social clubs/groups for the purpose of street parties, sporting events and community festivals which are held on a road. Fees apply (scroll down the page to see fees).
Steps to apply for a road closure
- Complete the order for a road closure form (PDF, 81KB).
- Submit form to the local authority to complete their approval at item 20.
- Obtain approval from Main Roads WA - (if any of the roads are main roads such as highways or freeways).
- Upon receipt of the above, submit the application form and other documentation (traffic management plans or letters of support) at the police station nearest to where event is being held and pay the requisite application fee.
- You will be notified by Road Policing Intelligence, Planning and Coordination if your application has been approved (or refused).
- Please note: If the event is held within the Perth Police District you will be notified by Perth District Events Coordination Unit if your application has been approved (or refused)
Suspension of the Road Traffic Act
The suspension of the Road Traffic Act application can be applied for by individuals, sporting clubs/groups and social clubs/groups to allow competitors to compete in a race or speed test on a road. No fee applies.
Steps to apply for a suspension of the Road Traffic Act and /or Regulations
- Complete the temporary suspension of the Road Traffic Act/regulations form (PDF, 105KB).
- Submit form to the local authority to complete their approval at item 18.
- Obtain approval from Main Roads WA - (if any of the roads are main roads such as highways or freeways).
- Upon receipt of the above, submit the application form and other documentation (traffic management plans or letters of support) at the police station nearest to where event is being held.
- You will be notified by Road Policing Intelligence, Planning and Coordination if your application has been approved (or refused).
Public meetings and processions
This application can be applied for by individuals, community groups, religious groups, trade unions, RSL sub-branches for the purpose of public meetings where three or more people communicate, express or procure a view where members of the public have access or are invited to attend. No fee applies .
Steps to apply for a public meeting or procession
- Complete the permit to hold a public meeting and/or conduct a procession form (PDF, 63KB) and lodge it with any supporting documentation at the police station nearest to where the event is being held. If the event passes through several police districts the application may be emailed directly to: RoadPolicingIntelligencePlanCoordinate@police.wa.gov.au.
- You will be notified by Road Policing Intelligence, Planning and Coordination if your application has been approved (or refused).
- Please note: If the event is being held within the Perth Police District you will be notified by Perth District Events Coordination Unit if your application has been approved (or refused).
Fees for the road closure application
For events on roads only. Fees may be paid at any police station:

Category 2 event | $138 | Motor vehicle racing event - that does not involve large public participation |
Category 3 event | $92 | Non-motorised event, e.g. triathlon, foot race, cycle race – not involving large public participation |
Category 4 event | $92 | Local street event – that does not fall within Categories 1 to 3 |

Police services at major events
In some circumstances, the Commissioner of Police may also reasonably consider it necessary or desirable to assign at least 10 police officers to provide policing services.
Complete a request police services form (PDF, 262KB)
Major event organisers must submit the form at least 60 days prior to the event.
WA Police Force will recover costs associated with the deployment of police resources, however you may be eligible for an exemption. You can apply via one of these two forms:
- Request Commissioner to reduce, waive or refund (PDF, 123KB).
- Request Minister to exempt government-sponsored event (PDF, 134KB).
