1. What is the Driving Change strategy?

The Driving Change strategy is the framework used to guide WA’s road safety journey from 2020-30 to reduce the number of people fatally, severely or seriously injured by 50 to 70% by 2030.

2. What is the Driving Change action plan?

Every two years, the Commission releases the Driving Change action plan. The plan for 2024-26 details key priorities and actions that will take place to move the state towards the goal of reducing road trauma by 2030.

3. Who administers the RTTA fund?

The RTTA is administered and managed by the Road Safety Commissioner (the Commissioner) under the Road Safety Council Act 2002 (WA) s.12(5).

4. Where does the money from the RTTA come from?

All money from prescribed penalties under the Road Traffic (Administration) Act 2008 (WA) are paid into the RTTA. These funds are primarily those paid from Road Safety Camera infringements.

5. Which application do I need to make?

  1. New project proposal

    This paperwork should be submitted if it is a new funding initiative. Its purpose is to provide an initial, high-       level project proposal that allows the Commission and Road Safety Council (the Council) to evaluate its effectiveness to support strategic priorities.

  2. Cost pressure and Variation of funding form

    If you have previously received funding, and circumstances have changed, you should submit a cost pressure and variation of funding form. 

    If you have a request to change the scope and/or scale of the project, a cost pressure and variation of funding form should be submitted.

    If you have an existing project that requires additional funding due to cost pressures (e.g. increase in wages, building materials), a cost pressure and variation of funding form should be submitted.

6. What kind of projects receive funding?

Projects will only be considered for funding if they have a road safety benefit. However, by using the Driving Change Strategy and Action Plan, projects are broadly categorised into the following:

  1. Administration (e.g. processing of infringements, management of the RTTA)
  2. Community Engagement and Education
  3. Enforcement
  4. Infrastructure
  5. Policy, data and research
  6. Post-crash response

These categories cover all priority areas determined through the strategy and action plan and ensure funding is being applied appropriately.

7. What activities are not eligible for funding under the RTTA?

Under the Act, the Minister makes the decision as to what is eligible to receive funding. We advise that if you have questions regarding eligibility, please contact the Commission in the first instance. However, the following are largely ineligible:

  1. Maintenance projects – there must be a safety benefit upgrade
  2. Funding for functions that are business as usual that have no clear benefit to road safety.
  3. Ongoing FTE positions that are constrained by the State Budget.

8. What does my proposal need to include?

Your proposal should consider and articulate the following:

  1. What road safety benefit are you delivering with your project?
  2. How does your project align with the Driving Change Road Safety Strategy and Action Plan?
  3. Do I need additional resources if I have to undertake monitoring and evaluation, and data collection? (If so, this should be included in the costings for the project)

9. How much can I apply for?

Although there is no limit on amount a proposal may request, funding is limited by the amount available from the RTTA, other competing priority projects, and potential for funding opportunities from other organisations (e.g. Commonwealth). Please contact the Commission if you have questions regarding available funding for the approaching submission.

10. How do I apply?

All applications must be submitted through the online portal. The portal will provide guidance on navigating and completing the application.

Before you submit, make sure you have the endorsement of both your Chief Financial Officer (or equivalent) and your representative on the Road Safety Council. Both of these endorsements will be required to complete your application.

11. Can I submit more than one application?

Yes, an organisation can submit any number of eligible funding requests.

12. What happens if there are multiple sources of funding?

If money is requested from the RTTA, it is expected that funding sourced from other sources is declared on the application form. This ensures transparency and accountability from both the applicant and the administrators of the RTTA.

13. What is the assessment process?

The assessment process is as follows:

  1. Applications received by due date and time have a reference number issued.
  2. Eligibility check completed by the Commission following closure of process.
  3. The Commission evaluates the application against selection criteria (refer to Selection Criteria).
  4. Recommended projects are submitted to the Council and the Minister for Road Safety (the Minister).
  5. Funding is submitted for budget consideration or mid-year review by the Minister.
  6. Following Ministerial Determination, applicants are notified of outcome by letter.

14. What is the process once I have submitted for funding?

The submission for funding is the first step in the process of funding. The entire process has been simplified into the below process.

 

15. If I am successful, when will I receive the funding?

Following approval and submission of approved Project Plan, the applicant will submit quarterly invoices, which will then be paid from the RTTA fund.

16. What are the reporting requirements for funding?

There are three types of reporting requirements for funding:

  1. RTTA Yearly Project Plan
  2. Either a Monitoring and Evaluation Plan, or a Service Level Agreement, dependent on the nature of your application (RSC will advise).
  3. Quarterly Reports (Q1, 2 and 3).
  4. Annual report (Q4)
  5. Final report (conclusion of project).

All reports must be submitted before invoices can be paid. Reporting requirements may differ dependent on the type of funding being requested. All reporting requirements will be clarified following approval of funding.

17. Am I required to engage in monitoring and evaluation?

Yes. Monitoring and evaluation requirements will differ dependent on the type of funding. Expectations will be clarified following approval of funding.
