Why are clear expectations important?
Clear expectations promote cohesion by creating a shared understanding of how the authority operates. When the entire workforce knows what is expected and complies, ethical behaviours become the norm. Officers can also hold each other to account when someone is not meeting expectations. This is essential to prevent misconduct and corruption.
Ideas for good and better practice for clear expectations
Good practice
- Discuss and set expectations with officers on day one.
- Explain why expectations need to be met. For example, if everyone manages finances with integrity then public money is not wasted.
- Check throughout the employment lifecycle that expectations are understood.
- Help officers understand expectations. Allow them to ask questions about how expectations should be demonstrated.
Better practice
- Include integrity expectations in job descriptions.
- Embed and reinforce expectations. For example, reinforce through education and training, test understanding, and provide feedback through performance processes.
- Monitor compliance with expectations and address reasons for non-compliance.
