The Pilbara Networks Rules (PNR) establish rules for the operation, management, security and reliability of Pilbara networks and the functions of the Pilbara independent system operator.

The Pilbara independent system operation functions are performed by Pilbara ISOCo. Pilbara ISOCo is an incorporated not-for-profit company limited by guarantee under the Corporations Act 2001 (Cwlth). The founding members of Pilbara ISOCo are the three main operators of electricity networks in the Pilbara: Horizon Power, Alinta Energy and Rio Tinto.

The Pilbara Networks Rules also detail the governance, essential systems services and planning and reporting for Pilbara networks.

The Pilbara Networks Rules include harmonised technical rules which describe the technical performance requirements of the power system, and the obligations of network service providers to provide transmission and distribution systems that will allow these requirements to be achieved.
