The E-waste Infrastructure Grants Program supports the statewide ban on e-waste disposal to landfill by 2024 by funding increased e-waste collection, storage and/or reuse including e-waste processing/recycling.

What is a grant?

A grant is a sum of money paid to an individual, organisation, or government entity for an agreed purpose for a defined time.

How much funding is available?

$10 million over two years.

What is a circular economy?

A model of production and consumption that involves sharing, leasing, reusing, repairing, refurbishing and recycling existing materials and products as long as possible.

Will the content of the online information session be made available?

Yes. A recording of the online information session will be published on the e-waste grant funding site.

What is e-waste?

For the purposes of the Western Australian ban on e-waste disposal to landfill, the initial stage of the ban will focus on waste electrical or electronic equipment, including the following categories of e-waste:

  • screens, IT, and telecommunications
  • lighting and lamps
  • large household equipment
  • batteries
  • temperature exchange equipment
  • medical devices
  • photovoltaics.

Categories not included in the initial stage of the ban and therefore not eligible for funding in Round 1 include:

  • small household items
  • monitoring and control equipment.

Are car batteries included as e-waste?

Yes

Are fluoro light tubes included as e-waste?

Yes

What type of e-waste projects will be supported?

Project funding will support increased e-waste collection, storage and/or reuse including e-waste processing/recycling. Funding will be split into two streams:

  • Stream 1: E-waste collection and storage and/or reuse.
  • Stream 2: E-waste reprocessing and recycling.

What types of projects are eligible/ineligible for funding?

Please see the eligibility criteria listed in the grant guidelines.

What do you mean by processing and recycling infrastructure projects?

This refers to projects that receive, recover/recycle e-waste materials. It can include construction of new buildings, upgrading existing facilities, new or upgraded equipment etc that will increase capability and capacity.

What is meant by collection?

An activity that involves receiving and handling e-waste, excluding transport, logistics and/or vehicles.

Who can apply for funding?

To be eligible for the E-waste Infrastructure Grants, applications must:

  • be from a:
    • business
    • local government
    • regional council; or
    • registered charity – not-for-profit
  • have a current Australian business number (ABN) and/or Australian company number (ACN)
  • have been operating for at least 12 months
  • have satisfactory environmental, safety and financial compliance
  • comply with the funding agreement terms and condition
  • accept terms and conditions of the funding agreement
  • provide data and reports as stipulated in the funding agreement
  • meet scheduled milestone payment dates
  • facilitate site tours and share lessons learnt from projects.

You mention funding streams, what are they?

The stream is the category of funding for which stakeholders may apply:

  • Stream 1: e-waste collection and storage and/or reuse: o provides additional safe, effective, and efficient collection options and storage of e-waste
  • Stream 2: e-waste reprocessing and recycling: o supports industry to increase its capacity to reprocess e-waste, aligned with sustainable practices and towards a circular economy.

Can I apply for both funding streams?

Yes

Can I submit multiple applications?

Multiple applications can be submitted; however, there must be evidence of sufficient resources and capacity to complete multiple projects.

Successful applicants are to maintain separate recordkeeping accounts for each grant, including in-kind and cash contributions for each project.

Multiple applications for one site, concept designs, layouts, plans and designs must clearly delineate each project.

Who assesses applications?

There will be two assessors from the department and one assessor from the Department of Finance.

Why do I need to meet outcomes?

To ensure any grant funding meets the desired principles and outcomes (increases capacity and capability in the collection and processing/recycling network). Meeting outcomes ensures that applications are awarded fairly and equitably. 

What is a Funding Agreement?

The contract between the successful e-waste infrastructure grant program recipient and the department.

Can the grant funding be used for operational costs, such as vehicle, logistics or processing costs?

No, this grant funding supports infrastructure only.

Can I apply for a grant to expand current operations?

Yes

I want to improve an existing service as well as diverting other e-waste streams, do the grants support this?

Yes

How many applications will be awarded to an individual organisation?

There are no restrictions on the number of grants an entity can apply for or be awarded.

Provided an application meets necessary criteria it will be assessed. There is no guarantee grant funding will be awarded upon completing an application.
