Each year the Department of the Premier and Cabinet (DPC) offers an exciting and challenging Graduate Development Program with a focus on promoting your personal learning, developing your career and giving you a chance to make a difference to the people of Western Australia. We provide passionate and committed graduates with the skills and experience they need to be future leaders in the public sector.

We offer unique and rewarding opportunities early in your career to work on critical projects in key policy areas such as Intergovernmental Relations and Strategic Priorities, Aboriginal Engagement, Community Policy, Infrastructure, Economy and Environment, and the Office of Digital Government.

As a Graduate Development Officer you will work with senior officers and meet with people from other government agencies, not-for-profit and private sector companies, as we shape policies to address the State’s needs.

About the Graduate Program

General Overview

The 12 month program consists of 3 rotations in different teams. As a Graduate Officer, you will get exposure to and have influence on a broad range of exciting projects including developing key policy solutions to whole-of-government issues and assisting in shaping high level advice to the Premier and Ministers and other business areas across our six divisions:

  • Office of the Director General
  • Intergovernmental Relations and Strategic Priorities
  • Aboriginal Engagement and Community Policy
  • Infrastructure, Economy and Recovery
  • Office of Digital Government
  • State Services (Finance, IT, HR and Organisational Development).

As a graduate you can expect to undertake a range of duties throughout your rotations. An example of some of these duties may be:

  • Drafting correspondence, internal memos, briefing papers, ministerials and reports.
  • Researching and writing up issues from other jurisdictions.
  • Drafting briefings for senior executives, Ministers and the Premier and submitting Submissions and Comments to Cabinet.
  • Responding to Parliamentary Questions and drafting speeches.
  • Negotiating with other public servants, not for profit organisations or private sector companies.
  • Preparing discussion papers for the community, reviewing feedback and making recommendations for Cabinet.
  • Participating in Departmental or Interdepartmental Committees.
  • Attending official functions involving dignitaries and community members.
  • Actively participating in on-the-job learning and training activities provided through the graduate learning and development program.

Conditions 

The Graduate Development Program is based on an initial 12-month fixed term contract with potential for permanency on successful completion of the program.

Graduates are employed at Level 3 under the Public Sector CSA Agreement 2022 

  • Salary on commencement will be $79,156 pa. plus superannuation
  • Suitable applicants will be required to provide: Proof of identity 100 point check (details will be advised after selection) and a satisfactory National Police Certificate issued by the Western Australia Police.

Location

Most of your work will be done at the Department's offices in West Perth but, as part of the Western Australian Public Sector, your role might take you all over the State.

Who are we looking for?

The Department requires people with a wide range of experience and is particularly interested in recent university graduates who enjoy working in a team environment, can adapt quickly to change and have excellent communication skills, initiative and determination. As future leaders in the public sector, passion, commitment and a thirst for knowledge are essential.

You don't need a specific academic background as long as you can demonstrate academic achievements, have an interest in issues that affect the community of Western Australia, and want to think, talk and write about how Government might solve some of the biggest policy challenges. You will need to be a great communicator who thinks clearly and is not scared of putting up original ideas. You will also require an understanding of the rules and processes around what we do in the public sector and be willing to ask why.

Eligibility

To be eligible for the program, applicants must be an Australian Citizen, Permanent Resident or be entitled to live and work indefinitely in Australia. Applicants must also be university graduates who have a degree of 3 years or more, and who have graduated since 2023 or are due to graduate in 2024. The Department welcomes applications from all disciplines.

My first rotation in the DPC Graduate Program was in the Infrastructure and the Regions Directorate, assisting with the inaugural State Infrastructure Strategy, infrastructure policy analysis and other exciting projects.
