After completing the scoping and preparation stage of the Wind Turbine Manufacturing Initiative, the WA Government is progressing the below actions and activities.

Action 1

Develop an industry support program that helps to build wind farm componentry manufacturing and servicing capability in WA.

Current activities:

The 2024-25 State Budget allocated $8 million in the Wind Turbine Manufacturing Initiative (WTMI) funding to support local businesses to manufacture and service wind turbine componentry. The industry support will be delivered in collaboration with the Advanced Manufacturing Growth Centre (AMGC). 

The industry support collaboration will:

  • Help build wind farm manufacturing and servicing capacity in WA.
  • Enhance the physical capability of local businesses to participate in wind turbine componentry manufacturing supply chains.
  • Assist local companies to achieve certification and prequalification with original equipment manufacturers (OEMs) and wind farm project proponents.

Action 2

Collaborate with wind energy proponents, state-owned and private, to support local capability initiatives and maximise local content opportunities.

Current activities:

  • State-owned wind farms have been designated as strategic projects under the Western Australian Jobs Act 2017, ensuring WA Government procurement enhances local industry participation.
  • The Department of Jobs, Tourism, Science and Innovation (JTSI) is working with government trading entities to assist in the development of WA Industry Participation Strategy Plans (WAIPS) for wind farm projects.
  • JTSI is encouraging private proponents to source locally for the construction, operation, and maintenance of wind farm projects.
  • JTSI is working with green energy project proponents to help steer them through government processes.

Action 3

Publish estimates of anticipated wind energy demand in WA.

Current activities:

  • Energy Policy WA (EPWA) is regularly modelling energy capacity as part of its system planning for the South West Interconnected System and the Pilbara networks. Projections of wind energy capacity are either included or can be derived from such modelling.
  • The WA Government will publish and periodically update these projections.

Action 4

Determine the required land, ports, infrastructure, and associated costs to support the development of wind energy in WA.

Current activities:

  • There is already significant activity underway across the State Government to prepare for and progress the development of wind energy in WA, including transitioning the electricity network, planning port upgrades and delivering free or reduced fee TAFE training.
  • To progress this priority action, the WA Government has established an interagency working group to enhance collaboration across agencies and ensure a whole-of-government approach to the develop of the State’s wind energy industry.
  • The Working Group is chaired by the Office of the Minister Assisting the Minister for State and Industry Development, Jobs and Trade, while JTSI provides secretariat support.
