Workforce Capability Framework

A priority of Western Australia’s Strengthening Responses to Family and Domestic Violence System Reform Plan 2024-2029 is to develop a family and domestic violence Workforce Capability Framework to support a system-wide workforce.

Led by the Department of Communities and guided by the Workforce Development Working Group, development of the Workforce Capability Framework has so far involved engagement with the community sector, Aboriginal Community Controlled Organisations and government. This will ensure it reflects the experiences and needs of the workforce, as well as best practice responses for child and adult victim-survivors and users of violence. Stakeholders have represented workers from the specialist, response and broader supporting workforce, across government and community services.

Once finalised, the Workforce Capability Framework will describe the knowledge, skills and behaviours (‘capabilities’) workers need to provide safe, effective and appropriate responses to child and adult victim-survivors and users of violence. It aims to build a shared understanding of the capability requirements and expectations needed to drive consistency across the family and domestic violence  workforce. It will do this by:

  • defining the roles and responsibilities of the workers and organisations that make up the family and domestic violence service system.
  • building a shared understanding and language for the required capabilities and standards of performance for different workers and organisations to deliver safe, effective and appropriate family and domestic violence  responses.
  • providing structure and practical guidance for workers and organisations to identify and understand their responsibilities and required capabilities.
