Department of Communities - Supplying to Housing

For all current open tenders advertised by the Department of Communities - Housing, you are encouraged to register with Tenders WA platform to ensure your organisation’s receives notification of up-and-coming opportunities that may be of interest. Registration instructions can be viewed online.

The Housing Authority (the Housing Authority operates within the Department of Communities) has the discretion to determine the most appropriate procurement method including direct sourcing, or verbal or written quotations based on assessment of the nature of the market, complexity and risk of the project, and process efficiency, in accordance with required Procurement policies as outlined in the Western Australian Procurement Act 2020 and Western Australian Procurement Rules. These policies outline the required procurement, buying and payment rules.

There are a number of methods Communities adopts to procure goods and services and construction or maintenance services.

1. Communities procures common goods and services under whole of Government Common Use Arrangements (CUAs).


2. Approach any one of the appointed Builders on our State-wide Builders and Modular Panels to discuss current opportunities. 

The formation of the State-wide Panels has enabled Communities to obtain and maintain data on the capability and capacity of those builders that applied which included, but not limited to:

  • the localities in which panel builders can deliver in,
  • what types of residential works panel builders are capable of delivering; and
  • the quantity of work they can delivery at any one time sustainably.

The listed websites below have related documentation that will offer the perspective of the Expression of Interest application procedure which Builders state-wide undertook to be appointed onto the Builders and/or the Modular Panel.

During the term of these Panels, based on qualitative assessments, Communities can refresh either Panel to supplement existing capability, capacity, locality coverage, and technical expertise.

Future expansion to the Panels will go through an alike Expression of Interest approach for new Builders to be pre-qualified.
