Developing WA's renewable hydrogen industry is one of 9 targeted sector-specific diversification opportunities outlined in Future State: Accelerating Diversify WA.

WA's Renewable Hydrogen Strategy 2024–2030 is a comprehensive update of the previous strategy. 

The updated strategy aims to keep WA on track to be a global renewable energy powerhouse and a leading producer, user, and exporter of renewable hydrogen, products, and technologies. 

The strategy supports the production and export of high-value renewable hydrogen products such as green ammonia and green metals to facilitate local and global industry decarbonisation.

Developed in consultation with key stakeholders, and incorporating feedback from industry, research and education bodies, and community members, the strategy focuses on:

  • Investing in infrastructure and activating hubs.
  • Speeding up approvals and enhancing social licence.
  • Supporting strategic green ammonia and green metals projects.

Western Australia will be a leading producer, user, and exporter of renewable hydrogen, products and technologies, enabling local and global decarbonisation.

Pillars, goals and targets

Pillar 1: Production

  • Goal: Significant investment in supporting infrastructure for renewable hydrogen.
     
  • Target: Renewable hydrogen production begins at scale in Western Australia by 2030.

Pillar 2: Use

  • Goal: Significant investment in decarbonisation of priority sectors using renewable hydrogen.
     
  • Target: A project is approved for the large-scale use of renewable hydrogen in green metals or green ammonia by 2028.

Pillar 3: Export

  • Goal: WA is Australia’s largest exporter of renewable hydrogen products and technologies.
     
  • Target: An off-take agreement for renewable hydrogen products is secured for international export by 2030.

  • Target: Identify and facilitate land approvals for renewable energy to support renewable hydrogen projects by 2027.
     
  • Target: A renewable hydrogen project is approved in collaboration with Aboriginal people by 2028.

Priority actions

  1. Targeted support for strategically important projects in green ammonia, green metals, and minerals processing, including critical minerals, in Kwinana, and the Pilbara, Mid West and South West regions.
     
  2. Invest in infrastructure and activation of hydrogen hubs and Strategic Industrial Areas in Kwinana, and the Pilbara, and Mid West regions.
     
  3. Increase clarity and efficiency with approvals.
     
  4. Strengthen relationships with domestic and international partners.
     
  5. Empower Aboriginal people.
