For cyber security reasons, users are required to comply with 2-factor authentication in order to access the reports. Once complete you will be able to access the Government Procurement Business Intelligence reports  

Multi-factor authentication requires you to provide a second form of authentication in addition to your password, when logging in. You will need to use a mobile device or be able to receive a phone call on either a landline or a mobile phone in order to comply with this second form of authentication.

The Who buys what and how reports enable general access to information on government expenditure without going through authentication.  The Business Intelligence Reports are only available to public sector staff.
