The Expenditure Review Committee (ERC) considers all policy issues with financial implications and recommends a course of action to Cabinet.   

Ministers have the option of lodging submissions with financial implications either directly to Cabinet or to the ERC in the first instance. 

The principal function of the ERC is to formulate the annual State Budget. Outside the budget process, the ERC monitors the delivery of strategic Government commitments, the achievement of Government desired outcomes and other matters with major financial and economic impacts.
