On 28 April 2021 the Minister for Electoral Affairs appointed the Ministerial Expert Committee on Electoral Reform (the Committee). The Committee was asked to review the electoral system for the Legislative Council of Western Australia and to provide recommendations on:
1. How electoral equality might be achieved for all citizens entitled to vote for the Legislative Council; and
2. For the distribution of preferences in the Legislative Council’s proportional representation system.
