The establishment plan defines the environmental and social values of the proposed park as well as identifying vesting and management options. It seeks to:
- Provide broad guidelines for the establishment of the park
- Describe the landscape elements and environmental attributes of the park
- Provide a reference document to enable finalisation of the establishment and subsequent management of the park
- Provide a proposal for the land area to be included and propose management responsibility for reserves that make up the park.
