The Masterplan was prepared by the Department, on behalf of the WAPC, together with Landcorp, the Town of Cottesloe, the Town of Mosman Park and the City of Fremantle. The Masterplan identifies public amenity and recreational facilities that will occur in five stages of development and addresses a range of matters including the rehabilitation and suitable landscape treatment of Leighton Beach.

In 2007, the Minister for Planning approved the Leighton Oceanside Parklands Masterplan Report as a guiding landscape document for Leighton Beach.
