The extract of System Restart Services and the extract of Transitional Arrangements for Registration Amending Rules are now available for stakeholder comment.

These Amending Rules will be the focus of TDOWG meeting number 31 on Wednesday 18 November 2020.

The stakeholder consultation period for the extract of System Restart Services and the extract of Transitional Arrangements for Registration of the Amending Rules will be open for one week with stakeholders invited to provide written submissions by 5:00 PM, 23 November 2020. Comments can be provided to energytransformation@energy.wa.gov.au 

Extract of System Restart Services provide for the following:

  • Clauses to clarify obligations for AEMO and Rule Participants in relation to the development of the System Restart Standard and the enactment of the System Restart Plan;
  • Obligations in relation to procurement of System Restart Services; 
  • Clauses to clarify cost-recovery arrangements for entities in relation to System Restart Services. 

Extract of Transitional Arrangements of the Amending Rules provide for the following: 

  • Specific Transitional Provisions for registration for the 2021 Reserve Capacity Cycle and the 2022 Reserve Capacity Cycle;
  • Specific Transitional Provisions for registration from the New WEM Commencement Day;
  • The Rule Participant classes in the WEM; and 
  • The Facility Technology Types and Facility Classes that may exist in the WEM. 

The Taskforce thanks stakeholders for their feedback on the Amending WEM Rules as part of the previous consultation processes.
