The Electricity Networks Access Code 2004 sets out the regulation of covered networks, including the Western Power network in the South West Interconnected System. This includes regulation of the types of network investments that can be made by the network operator.

Priority projects are projects identified through a Whole of System Plan, or through a determination by the Minister for Energy.

Network projects that are identified as priority projects are not subject to parts of the ‘regulatory test’ under the code, and can commence immediately.

A priority project determination by the Minister for Energy can facilitate significant and time critical network investments, including those that have a system-wide benefit.

Priority project determinations are required to be published in the Government Gazette, and the Minister’s reasons for the determination are required to be published to Energy Policy WA’s website.
