Energy Policy WA has published an Exposure Draft of WEM Amending Rules to make consequential amendments to the Relevant Level Method (Appendix 9) as well as introducing a transitional exemption for Demand Side Programmes (DSPs).

Part A of this Exposure Draft outlines Amending Rules to remove a barrier to aggregated DSPs participation in the 2024 Reserve Capacity Cycle by providing an exemption to providing the single Transmission Node Identifier under clause 4.10.1(f)(viii). This has been flagged by industry as a major barrier to entry for participation in the 2024 Reserve Capacity Cycle by aggregated DSPs.

Part B of this Exposure Draft outlines Amending Rules for Appendix 9 to reflect the arrangements introduced in the new WEM Rules which commenced on 1 October 2023.
