The 2025 Standards specify the requirements for organisations to obtain and maintain registration and to deliver nationally recognised training, including the:

The aim of the Standards is to strengthen the focus on quality outcomes for learners and employers, provide greater clarity for RTOs and regulators, and allow for more flexibility and innovation in training delivery and support.

On 14 March 2025, the Commonwealth Government published the 2025 Standards in the National Vocational Education and Training Regulator Act 2011 (NVETRA). This legislation applies to all RTOs that are registered with the national VET Regulator, the Australian Skills Quality Authority.

To bring the 2025 Standards into effect in Western Australia for all RTOs registered with the Training Accreditation Council (TAC), amendments to the Western Australian Vocational Education and Training (General) Regulations 2009 are required and this work has commenced.

Subject to the timing of WA regulatory amendments, it is expected that TAC regulated RTOs will be required to meet the Standards from 1 July 2025.  

The Standards for Registered Training Organisations (RTOs) 2015 will continue to apply until regulatory amendments are approved.

The Council is committed to assisting RTOs in their transition to the 2025 Standards and further updates to TAC regulated RTOs on timing, regulatory amendments and transition to the 2025 Standards will be provided over coming months.

The Council has developed an Online Guidance Hub where RTOs can find a comprehensive suite of materials to help transition to the 2025 Standards. A number of webinars and fact sheets have been developed and are available on the Hub. By providing this centralised resource, TAC aims to empower RTOs to make informed decisions, navigate the regulatory environment confidently, and ultimately deliver high-quality training and assessment.

RTOs should review the 2025 Standards to ensure an understanding of their intent and the outcomes RTOs should seek to achieve. RTOs should commence reviewing systems, processes, policies and practices against the outcomes described in the 2025 Standards to ensure alignment and identify any modifications that may be required.
