Energy Policy WA’s final design for the Market Power Mitigation strategy in the Wholesale Electricity Market (Information Paper), completes a review originally commenced by the Energy Transformation Taskforce in 2021.

Energy Policy WA’s final design for the Market Power Mitigation strategy aims to provide certainty and clarity on how the components of the Market Power Mitigation framework will be implemented and conducted, and on the obligations on participants and what conduct is expected of them.

The final design of the Market Power Mitigation framework combines the elements previously confirmed by the Taskforce with the elements that have been confirmed following the latest round of stakeholder consultation by Energy Policy WA including:

  • General Trading Obligations;
  • The market power test;
  • Enforcement consequences of the market power test and additional information requirements; and
  • Price Limits

The Information Paper is designed to be read in conjunction with the Exposure Draft of the Market Power Mitigation Wholesale Electricity Market (WEM) Amending Rules (Exposure Draft), which have been released for consultation alongside this Information Paper.

A session of the Transformation Design and Operation Working Group has been scheduled for 29 November 2022, to facilitate feedback on the Exposure Draft.

Stakeholders are invited to provide written feedback on the Exposure Draft before 5:00pm, 8 December 2022 (AWST) by submitting comments to energymarkets@dmirs.wa.gov.au
