In late 2019 the State Records Office (SRO) commenced a review of the seven existing State Records Commission (SRC) Standards, and the current suite of tools for organisations' Recordkeeping Plans. This review represented an intent to align the documents with contemporary records and information management environments, modernise language, and remove duplication.
The following documents were drafted as part of the review:
New draft SRC Standard: State Records Management - to replace SRC Standards 1, 2, 3, 4, 6, 7 and 8
This draft Standard consolidates the existing seven SRC Standards, containing 29 Principles and 105 compliance requirements, into a single new Standard with three overarching Principles. The Principles are supported by twelve easier to interpret compliance requirements.
New draft Records Management Plan - to replace Recordkeeping Plans
The format and structure of Recordkeeping Plans have been revised and renamed to reflect the continuous nature of managing records of government information. This new template is structured in line with the new Standard's twelve compliance requirements.
The new RMP will fulfil the requirement for goverment organisations to maintain a Recordkeeping Plan, as per section 28 of the State Records Act 2000.
New Information Management Maturity Model (IM3)
A new web-based Information Management Maturity Model (IM3) will be made available for self-assessment to support the Records Management Plan. The IM3 will enable organisations to assess and rate their progress against recordkeeping activities in line with the new Standard. Data from the IM3 will be populated into your organisation's Records Management Plan, providing a snapshot of performance that can be tracked over time.
We will also invite government organisations to trial use of the IM3 to determine its fitness for purpose.
Participation is voluntary and any published information using results from the trial will have agencies de-identified. The SRO may use data gathered to determine priorities for future program development.
The draft Standard and supporting tools were circulated for comment during June - July 2020. The consultation period has now closed, however the draft documents may be viewed below.
