- Building Services Board’s $3,000 fine follows a SAT order to pay $20,000

The Building Services Board has fined a Duncraig building practitioner $3,000 after he carried out faulty patio work and provided incorrect details on a permit application.
At its June meeting, the Board found that Kyle James Riemann (BP102427), trading as Platinum Outdoors Perth, misled the City of Wanneroo when he submitted a building permit application in October 2019 for a patio and alfresco project in Tapping.
The application stated that the work was valued at $18,000, but the contract price at that time was actually more than $36,500.
The Board also found that Mr Riemann had been negligent by not carrying out building work to the standard expected of a registered building practitioner.
An inspection report found 11 areas of defective work including gutters, walls and roof components that did not comply with applicable building standards or approved plans.
An alfresco supporting post was directly mounted on the concrete pool rim and an internal ceiling was damaged and collapsed from water ingress due to the faulty work.
The home owners lodged a building workmanship complaint with Building and Energy, which concluded at the State Administrative Tribunal in July 2020 with an order for $20,000 to be paid to the owners.
Building and Energy Executive Director Saj Abdoolakhan said the Board’s recent $3,000 fine related to Mr Riemann’s conduct under WA’s building registration laws.
“With registration comes responsibility,” Mr Abdoolakhan said.
“Mr Riemann failed to uphold the high standards expected of a registered building practitioner, resulting in significant defects and deviations from the approved plans.
“Whether intentional or otherwise, he also misled a permit authority by submitting incorrect documentation. This undermines the building approval process, which must be robust and uphold accountability and public safety.”
