The Western Australian Building and Construction Consultative (BCC) Committee was established in June 2022. The former Minister for Industrial Relations, Bill Johnston MLA announced the establishment of the BCC Committee on 14 June 2022 – view the media statement.
The role of the BCC Committee is to provide a forum for a high level dialogue between the State Government, employers, representative associations and unions on significant issues in the commercial construction sector. This role is advisory only and the BCC Committee does not have a role in any dispute resolution or formal adjudication processes established under building industry legislation.
The objectives of the BCC Committee are:
- consulting on and advising the Minister for Industrial Relations on issues of industrial relations, safety, diversity and workforce management;
- consulting on and advising the Minister for Industrial Relations on economic issues relating to the building industry; and
- promoting an environment that will stimulate building activity, skills development and jobs growth.

Strategic Plan
The BCC Committee Strategic Plan 2023-2025 was finalised in June 2023. The Strategic Plan 2023-2025 Summary (PDF, 124.89KB) sets out the activities and objectives for the BCC Committee under four strategic advice areas with the aim of promoting an environment that stimulates building activity, skills development, diversity and jobs growth.
Members
Mr Reg Howard-Smith is the independent Chair of the BCC Committee and has extensive experience on other government boards relevant to the industry. The Hon. Matthew Swinbourn MLC, Parliamentary Secretary to the Minister for Industrial Relations represents the Minister.

Members are appointed to the BCC Committee for a term of two years.
