WA Industry Link: WAIPS Portal information for businesses

Businesses must register their accounts when the portal launches on Monday, 1 July 2024. 

Follow the steps below to learn how to set up and manage a WAIPS Portal account.

How to set up a WAIPS Portal account

Register an account for the business

This step should be completed by the business' primary contact. The primary contact's account will have the authority to manage other user accounts.

Businesses that do not yet have an online WAIPS Portal account can sign up for an account via the WAIPS Portal. They will need to provide a primary contact's:

  • First name
  • Last name
  • Email address
  • Business name
  • Business ABN

First time login

  1. Click "Log in" in the top right-hand corner, then "Sign up now".
  2. Enter the business's email address and click "Send verification code".
  3. Once you have entered the verification code received via email follow the prompts to create and save a new password and enter the contact's first and last name then click "Create".

Get familiar with the WAIPS Portal

Dashboard

Once signed into the WAIPS Portal, the logged in user will be directed to the main dashboard. The dashboard provides navigation to all the necessary tools to fulfil WAIPS obligations and an overview of the business' recent activities through their portal account.

Complete a participation plan

  1. Log in to the WAIPS Portal using the participation plan link provided in the tender document.
  2. Complete the participation plan form as required. For further details, see How to Complete a WAIPS participation plan.
  3. Save your progress at any time by clicking "Save for later" at the top of the left-hand side navigation panel.
  4. Once completed, click "Submit".
  5. A PDF copy of the completed participation plan will be delivered to the user's email address and available to download from your dashboard.

Completion of a participation plan via the WAIPS Portal does not constitute submission of the plan to the procuring agency. A completed participation plan must be submitted to the procuring agency via the relevant tender portal before the tender closing time in order for your bid to be considered.

Complete a participation plan report

  1. Log in to the Portal using the participation plan report link provided in the reminder email or navigate to the Participation Plan Reporting tab and locate the relevant contract.
  2. Complete the participation plan report form as required.
  3. Complete the form and click “Agree & Submit” on the Declaration page.
  4. The agency contact will be notified upon submission.
  5. Your progress can be saved at any time by clicking the “Save for later” button at the top of the left-hand navigation panel.

Register for exemption reporting

If required to complete exemption reporting, the procuring agency will provide a registration link upon tender award. Log in to the WAIPS Portal using the provided link and click “Register for Reporting”. No further action is required at this stage. By registering for exemption reporting, you will be notified via email when your report(s) are due.

Complete an exemption report

  1. Log in to the Portal using the exemption report link provided in the reminder email or navigate to the Exemption Reporting tab and locate the relevant contract.
  2. Complete the exemption report form as required.
  3. Complete the form and click “Agree & Submit” on the Declaration page.
  4. The agency contact will be notified upon submission.
  5. Your progress can be saved at any time by clicking the “Save for later” button at the top of the left-hand navigation panel.

Frequently asked questions

What is the WAIPS Portal?

The WAIPS Portal is an online system where all WAIPS related reports are accessed/created from 1 July 2024. Learn more about WAIPS and who should complete requirements on the Western Australia Industry Participation Strategy page. 

Is the WAIPS Portal linked to Tenders WA?

No, the WAIPS Portal is not linked to Tenders WA or any other tender portals used by the WA Government due to the variety of different tender portals in use. For this reason, a completed participation plan must be submitted with a tender bid via the relevant tender portal. This must be completed before the tender closing date in order for it to be considered a conforming bid.

What if the WAIPS Portal shows the tender has closed?

The tender closing time shown on the WAIPS Portal is for reference only. Refer to the relevant tender portal for the official closing time or reach out to the procuring agency to confirm.

Can I start a participation plan or a report and then come back to it later?

Yes, unsubmitted participation plans and reports will be available in your dashboard under the relevant navigation menu with a status of “In Progress.” The records can be accessed to continue editing until completion.

What sort of email notifications can I expect to receive?

Supplier contacts can expect to receive email notifications at the following times:

  • When you complete a participation plan (including a copy attached).
  • When you are the winning supplier for a tender and your participation plan is submitted to WA Industry Link by the procuring agency.
  • When a clarification is raised by WA Industry Link/procuring agency regarding a participation plan or report you have completed.
  • When you have a participation plan report or exemption report due (on contract completion date, one month after, and 2 months after).
