General Court Intervention Program

General Court Intervention Program (GCIP) provides services to people on bail, including priority access to counselling and community-based services. The purpose of the program is to provide needs-based intervention for accused persons before sentencing, such as alcohol and drug and mental health support.

Case Manager

The Case Manager plays an integral role in the day-to-day operation of the General Court Intervention Program and conditional bail pilot. The General Court Intervention Program provides support services to people on bail, including priority access to community treatment programs and services for those assessed as suitable.

The Case Manager is responsible for the assessment and case management of program participants with complex needs. The role includes the making of community referrals and coordinating and negotiating the delivery of a range of community services, requiring the maintenance of strong linkages with the community services support sector. The Case Manager provides information to the Court regarding the assessment, intervention, and engagement of people with the General Court Intervention Program, which may assist in Court decisions regarding program participants.

The role 

Includes but is not limited to:

  • Managing a case load of participants with complex and multiple needs in line with program and organisational standards.
  • Assess the risk and needs of participants and develop case management plans, including intervention strategies to ensure participants engage with appropriate support and treatment services.
  • Use culturally appropriate work practices when working with Aboriginal people and other cultural groups.
  • Develop and maintain effective relationships with stakeholders, including government and non-government organisations to initiate, negotiate and facilitate linkages and access for participants to a range of appropriate services in line with program requirements.
  • Apply high level professional practice, judgement and decision making to manage a caseload, ensuring that participant activities are consistent with evidence-based practice.
  • Provide verbal and written advice to inform the Court regarding participant involvement, progress, and outcomes on the program.
  • Work collaboratively and liaise with legal officers, court staff, Community Corrections Officers, and others as appropriate, to provide advice regarding the availability of relevant services and programs and ensure appropriate and effective service delivery.
  • Maintain accurate records in a computerised database to support program delivery and effective monitoring and evaluation.
  • Other duties as required in accordance with strategic objectives, business plans, local workload priorities and performance management plans.

Program Coordinator

The Program Coordinator takes a lead role in the development and implementation of the General Court Intervention Program, a pilot program trialling additional sentencing options, under the direction of the Project Manager.

The role

Includes but is not limited to:

  • Contributes to the delivery of the Department’s change and reform plan focussing on strategic projects that impact on the Department and the justice system.
  • Manages the development and implementation of the pilot General Court Intervention Program in consultation with relevant Department business areas, stakeholders, and service providers, under the direction of the Project Manager
  • Identifies and assists with the procurement of required programs and services and manages the allocated budget, identifying future trends, organisational needs and government objectives when establishing the operation of the conditional bail pilot and General Court Intervention Program
  • Manages the contract administration and all core contract management functions; including performance monitoring and management, financial, risk and stakeholder management; and the negotiation and re-negotiation of contracts.
  • Develops policies, practices and procedures and ensures compliance.
  • Builds and sustains productive, collaborative relationships with key internal and external stakeholders to inform policy options and manage the implementation of the two pilot projects.
  • Ensures appropriate systems are in place to support the evaluation of the pilot General Court Intervention Program and assist the management of communication and information related to the project. Prepares briefing notes, reports and discussion papers as required.
  • Ensures the appropriate service delivery of assessment, case management and targeted intervention to people on bail, and the provision of advice to courts in accordance with standards and timelines to ensure appropriate bail outcomes.

Resource and Administration Officer

The Resource and Administration Officer is responsible for providing administrative support for the delivery of services that support the General Court Intervention Program’s in its day-to-day operations.

  • Operate within the Department's Corporate Governance Framework, policies and procedures and ensure effective transparency and accountability of all Department activity.
  • Operate within the chain of command to coordinate activities required to meet the Department’s strategic objectives.
  • Work collaboratively to achieve common goals and best practice and facilitate business improvements as appropriate.

Team Leader

The Team Leader reports to the Program Coordinator and manages a team that undertakes assessment and case management of people on bail with a range of complex needs. The Team Leader provides supervision, training and mentoring of staff in relation to their case management of program participants and provision of reports to courts, to support quality practice and continuous improvement of service delivery.

The role

Includes but is not limited to:

  • Oversees the day-to-day operations of the case management team to achieve effective management of people on bail with complex needs participating in the General Court Intervention Program.
  • Coaches, trains, and mentors team members and identifies appropriate training and development opportunities through professional supervision and performance management processes.
  • Ensures that all case management practices within the team meet department standards.
  • Approves and monitors case management plans, intervention strategies and all delegated units of work as required.
  • Oversees the preparation, quality, and presentation of reports to courts; prepares complex reports where required; allocates and when required delegates the allocation function for reports, cases, associated units of work and monitors standards of work produced.
  • Identifies local offender program resources and supports the Program Coordinator in ensuring the availability of appropriate community treatment programs and services for program participants.
  • Ensures delivery of an appropriate service by the team.   Liaises and collaborates as required with relevant stakeholders, including Community Corrections staff, providers of treatment programs and services, legal officers, and others, to ensure appropriate and effective service delivery.
  • Other duties as required in accordance with strategic objectives, business plans, local workload priorities and performance management plans.
