This note applies to all new or upgraded roadways (sealed or unsealed) and associated works such as bridges and drainage that could affect sensitive water resources. It provides guidance on road siting, construction and management, and acceptable environmental practices to protect the quality of water resources.

The note aims to cover all phases of the lifecycle of a roadway, including feasibility studies and planning, construction, operation and maintenance, and potential closure followed by environmental restoration.
