This policy is intended to apply generally and except where it is inconsistent with local water management plans or policy positions.
Where it is inconsistent with local management plans or policy positions, then the latter will prevail.
In developing local management plans, this policy should be considered for local relevancy and appropriate incorporation into those plans.
