The framework outlined in this policy identifies the roles and responsibilities of emergency management agencies, and other public authorities and organisations, for managing adverse effects from emergencies across the four aspects of emergency management: prevention, preparation, response and recovery. 

It also describes the guiding principles and objectives for the prompt and coordinated organisation of emergency management for public authorities, industry, commerce and the community, to support their emergency management planning and preparedness.
