Planning for waterways management is complex and occurs at a variety of spatial scales, including statewide waterways planning, regional planning, catchment planning and local river action planning.
The aim of this chapter is to contextualise waterways management planning within the framework of natural resource management and to identify key stakeholders and their roles in waterways planning. The chapter also provides an outline of the principles by which planning for waterways management should occur
