Discussion paper on the operation and effectiveness of the Waste Avoidance and Resource Recovery Act 2007.

Under section 99 of the Waste Avoidance and Resource Recovery Act 2007 (WARR Act), the Minister for Environment is required to review the operation and effectiveness of the WARR Act on a five-yearly basis. The first review of the WARR Act was completed in 2015.

On behalf of the Minister for Environment, the Department of Water and Environmental Regulation undertook the second review. 

As part of the consultation process, the department requested written submissions on the proposals and questions in this discussion paper. The paper was available for public comment from 2 September to 25 November 2020.

This paper provides the framework for considering specific proposals to amend the Act, to generate stakeholder discussion and input into the review.
