Performance summary

In this quarter, DEMIRS finalised 42,149 applications, and across the whole of 2023–24 a total of 145,346 applications were finalised, an increase of 9.3 per cent from 2022–23.

Overall performance remained strong, with building service provider licences showing positive trends in most categories. The Building Practitioner and Building Contractor categories experienced improvements with 77 per cent of applications finalised within the target timeframe, almost reaching the 80 per cent target. Average processing times for these categories improved from 47 days in June to 37 days in September.

Painting licensing maintained a strong performance, with 92 per cent of applications completed within target while there was a small decline in performance for Building Surveyors, dropping from 96 per cent to 87 per cent completed within target. Performance for Owner Builders continued to be strong with 99 per cent of applications complete within target despite average processing times rising from 32 to 40 days.

Licensing for Plumbing experienced a drop, with only 32 per cent of applications finalised on time, down from 49 per cent, while processing times increased from 15 to 19 days. Gas also experienced a decline in performance, with applications completed within the target timeframe dropping from 69 per cent to 43 per cent, although processing times improved from 32 to 24 days. HRWL performance decreasing to 38 per cent (down from 49 per cent), with processing times increasing from 22 to 31 days.

Performance in the Electrical licence category remained stable with 75 per cent of applications finalised on time, a slight improvement from the previous quarter. The average processing time also reduced from 10 to eight days.

Motor Vehicle industries experienced a decline in performance from 93 per cent to 78 per cent, although average processing times remained steady at 10 days. Property Industries had a solid performance improvement, with 81 per cent of applications finalised within the target, up from 74 per cent, and stable processing times at 10 days.
