Construction of the Ocean Keys project, due to start this month, will provide a new district centre for Clarkson in Perth's northern corridor.
Lands Minister Doug Shave said LandCorp had awarded a contract worth almost $4 million for roads, power, water, telephone and gas for the Ocean Keys development.
The contract, awarded to Balcatta company RJ Vincent & Co, includes the building of a town park and extensive landscaping.
"The Government's investment in the innovative Ocean Keys project will draw business and job opportunities to Clarkson and the surrounding area," Mr Shave said.
"This first stage will establish a commercial heart for Clarkson. It includes lots for a shopping centre, police station, library, youth centre, fast food outlets, service station and car yards and a large site suitable for a warehouse style store."
Local MP Iain MacLean, MLA for Wanneroo, welcomed the start of work at Ocean Keys.
"Clarkson is already well established. Its current population of more than 24,000 is projected to grow quickly and reach around 80,000 by 2011," Mr MacLean said.
"Ocean Keys will play an important part in that growth. Its combination of the best of traditional and modern neighbourhoods will create an environment where people can work, live, shop and relax."
Olive trees to be planted along the middle of the main street would be a feature of the centre. Extensive brick-paved pedestrian pathways would ensure all services and facilities could be easily reached on foot.
Stages 2 of Ocean Keys would include a retirement village and more retail lots and Stages 3 and 4 would provide mixed used and residential sites.
