Round Two Request for Expressions of Interest has been released and the submission period is open until 21 October 2024.
The Housing Diversity Pipeline (HDP) is part of the State Government’s $3.2 billion investment in housing and homelessness, including the delivery of 5,000 new social homes. Delivering on this record investment requires a coordinated and targeted approach across Government.
The Department of Planning, Lands and Heritage (the Department) is working collaboratively with other Government agencies, to identify and offer suitable surplus Government owned land to the market for innovative housing developments, that may also provide for social housing and deliver more housing choice for our communities.
The State Government is thinking outside the box, breaking away from traditional housing development and encouraging the market to propose their specific design solutions to deliver new land and housing supply.
The Housing Diversity Pipeline is an opportunity for industry to join the Government to develop innovative and fit-for-purpose solutions that deliver better housing outcomes for all Western Australians.
HDP Round One
HDP Round One took several ‘lazy’ government landholdings across Metropolitan and Regional areas to market and sought to secure a development proponent on each site to deliver new diversified housing supply that incorporates a minimum 20 per cent social housing.
Following an initial registration of interest, an Expression of Interest was released in late 2022 inviting proposals across eight metropolitan sites and one south west regional site. In late 2023 shortlisted respondents across four sites were invited to submit detailed proposals. The State Government evaluated those proposals and is now in advanced stages of procurement on three sites:
- Brown Street, Busselton
- East Parade/Guildford Road, Mount Lawley
- East Street, East Fremantle
These site developments will deliver a significant boost to the number and diversity of housing within the local areas.
HDP Round Two
HDP Round Two, which was announced by the State Government in June 2024, seeks to release underutilised government owned land across the State for new residential development to accelerate the supply of housing.
Round Two will leverage the knowledge and expertise of the development industry to identify and then develop the most suitable land to bring new housing supply to market in the quickest possible way.

The State Government is continuing to consider options to deliver housing supply across a number of other sites including those that were unsuccessful in Round 1 of the HDP, in consultation with industry and other Government agencies.
What is the difference between the two rounds of the Housing Diversity Pipeline program?
The Housing Diversity Pipeline Round One released specific Government owned sites to the market seeking innovative development solutions, which would deliver a minimum 20 per cent social or affordable dwellings as part of a development of the site.
The Housing Diversity Pipeline Round Two does not identify specific sites. Instead, industry is invited to identify suitable government owned land and submit proposals to purchase and expedite development of the land to deliver new residential land or housing.
