What’s on offer?

Transactional banking

  • Account management
  • Electronic desktop/Internet banking
  • Credits to accounts – electronically, manually (in branch) or by direct credit
  • Debits to accounts – electronically, by manual cheque, GDES, EFT, via Real Time Gross Settlement (RTGS), the New Payments Platform (NPP) or overseas transactions
  • Bpay via credit or debit card
  • Overdraft  (Discretionary class users only) and other limit facilities
  • Cheque production facility
  • Lockbox – the processing of a mailed cheque, money order or credit card payment
  • Other services – cheque encashment facilities

Merchant services – Debit/Credit card) Revenue collection

  • Provide a state-wide merchant facility whereby government agencies can accept:
    • Card payments by post, phone, and internet
    • Over-the-counter EFTPOS credit and debit card, where agencies elect to accept either debit or credit cards or both
  • Provide electronic credit card authorisation with EFTPOS systems and a facility for the online authorisation of manually received telephone credit card payments
  • Enable agencies to receive cleared funds on the same day payment is processed for EFTPOS transactions and on the day of presentment for manual transactions where account to be credited is maintained at CBA
  • Provide facility for electronic transmission of data where transactions have been accepted manually
  • Provide 24 hour/7 day a week helpdesk facility
  • Provide a process for reversing credit card transactions
  • Provide reports to the Principal on service volumes/values and other information as agreed

Who is the contractor?

The Commonwealth Bank of Australia is the sole supplier of the Transactional Banking and Merchant Services CPA TREAS21009.

Alternative banks can be used in regional and remote areas with the permission of the Contract Manager if a Commonwealth Bank branch (or an Australia Post outlet) is not within a reasonable distance of the agency. Contact the Contract Manager to request this.
 

Buying rules

The table below outlines which agencies (departments, sub-departments and statutory authorities as per Section 3 of the Financial Management Act 2006 (FMA) are mandatory, discretionary or can negotiate prices under this CPA:

Mandatory

The Mandatory Agencies are all State departments, sub departments, and statutory authorities (including Government Trading Enterprises (GTEs)) which are required by the FMA, or other legislation, to operate as part of the Public Bank Account (PBA) (as defined in the FMA) . 

Discretionary

The Discretionary Agencies are those statutory authorities authorised under a written law other than the FMA to open and maintain a bank account (which may be subject to certain approvals by the Treasurer), and accordingly, have elected to open and maintain accounts with the State Government’s banking provider. The Discretionary Agencies will be offered the Services on the same terms and conditions as the Mandatory Agencies, but these accounts do not form part of the PBA.

Negotiated prices

CBA will offer their services to these groups at negotiated prices. Prices will be negotiated on a case-by-case basis, which will take into account:

  • their specific transaction requirements
  • account balances, and
  • meeting the Bank’s standard credit policy guidelines.
