Common use arrangement (CUA) buyers guide for agency staff buying Fuel – Bowser and Bulk

The fuel arrangement comprises of two categories:

  • Bowser Fuel (fuel cards)
  • Bulk Fuel

Metro and regional

This CUA is mandatory state-wide for all state agencies for bowser and bulk fuel. In accordance with Western Australian Procurement Rules, you can buy outside of this CUA and directly source from an Australian Disability Enterprise (ADE) or Aboriginal Business.

Panel 1 - Bowser Fuel

The contractor issues fuel cards allowing access to discounts for bowser fuel, including:

  • ULP (Unleaded Petrol)
  • PULP (Premium Unleaded Petrol)
  • Diesel
  • Premium diesel
  • Auto LPG (Liquefied Petroleum Gas)

Panel 2 - Bulk Fuel

BP and Shell can deliver discounted bulk fuel into your on-site fuel tanks and will email weekly price notifications for:

  • ULP (Unleaded Petrol)
  • PULP (Premium Unleaded Petrol)
  • Diesel
  • Premium diesel

Out of scope activity

Aviation (Avgas, Jet-A1) and marine fuels are not included in this CUA.

Buyers should be aware of the following requirements under the Western Australian Procurement Rules and Treasurer’s Instruction 820, and whether or not they are applicable to purchases from this CUA:

Procurement planning

Requirement WA Procurement Rules
Buyers must prepare a procurement plan and submit it to the State Tenders Review Committee. No, buyers do not need to prepare or submit a procurement plan when purchasing from this CUA.
Buyers must involve the Department of Finance.  No, buyers do not need to involve the Department of Finance when purchasing from this CUA. (WA Procurement Rule C1)
Buyers must obtain approval from an authorised officer of the Department of Finance to purchase through an alternative arrangement to this CUA. Yes, for all values and delivery locations where the purchase of goods and / or services under the CUA are mandatory (WA Procurement Rule C2.2).
Please note that State agencies are not required to request advice or approval from the Department of Finance, regardless of value, to purchase from an ADE or an Aboriginal Business (WA Procurement Rule C2.2).

Request development and contract information

Buyers must record the purchase on the agency’s contract register, as instructed within the buying agency’s financial management manual. Yes, for all purchases above $50,000 (WA Procurement Rule F5), unless alternative arrangements have been approved under WA Procurement Rule F5(6).

Contract management

Requirement WA Procurement Rules
Buyers must prepare a contract management plan. Contract management or project management plans must be developed for all Procurements with a Total Estimated Value of $5 million and above (WA Procurement Rule E1(1)), unless exempted under WA Procurement Rule E1(2).
Buyers must publish details of contract variations on Tenders WA. Not when purchasing from this CUA.
Buyers must seek advice from the Department of Finance on variations. No, State agencies do not need to seek advice from the Department of Finance on variations.

Exemption from using this CUA

Finance is responsible for processing and approving all requests from State agencies seeking exemption from using a mandatory CUA. Requests for an exemption are considered on a case-by-case basis, and a requesting agency must be able to demonstrate that a business need cannot be adequately met by the relevant CUA.

Exemption requests should be directed to the Assistant Director Procurement Frameworks through an email to the contract manager in the first instance. Requests for exemption must be in writing via email, and must provide sufficient explanation and background to enable the request to be considered. The requesting officer should be the Accountable Authority or delegate of the agency.

Sustainability

BP

BP has worked with Australian governments, communities and industry partners for 100 years to build a sustainable and secure energy future. Under a global framework of BP’s “Low Carbon Accreditation” scheme, there are currently 52 initiatives in 2019 alone to drive better outcomes by reducing emissions across our operations, improving our products and creating low carbon businesses.

BP believes in making a positive impact in the communities in which we operate by investing in organisations and community groups. These initiatives range from reducing food waste at our retail stores, being a key corporate sponsor for Oz Harvest, helping to fund breast cancer services and protecting Western Australia’s coastal biodiversity. BP also has a Reconciliation Action Plan (RAP) that supports Indigenous communities through employment opportunities, procurement of supplies and services, strategic partnerships and the sale of low aromatic Opal® fuel.

One key initiative to reduce carbon emissions has been our introduction of premium fuels - Ultimate® Diesel and Ultimate® 98 unleaded fuel. The proven formula removes dirt and keeps fuel injectors clean. On average, results have shown a reduction of fuel consumption by 3.1% which translates to lower carbon emissions. For every 100,000 litres of fuel used this equates to a reduction of approximately 8 tonnes of equivalent Carbon Dioxide Emissions (CO2-e).

BP were proud to operate Australia’s largest refinery and WA’s only refinery based in Kwinana, but this has ceased operations in March 2021. This site has now been converted to an import fuels terminal. BP also have potential future aspirations to use this Kwinana refinery location as “green energy hub”, delivering low carbon fuel options to achieve the net zero carbon emission goal for BP by 2050.

Ampol

Ampol reports annually across a range of environmental, social and governance aspects in its corporate reports.

Ampol Climate Change Position Statement demonstrates Ampol commitment to improve the transparency of the risks and opportunities posed by climate change to their business, adopting the Financial Services Board’s Task Force on Climate-related Financial Disclosures (TCFD) framework to guide their reporting approach.

In 2018, Ampol prepared its first Sustainability Report in accordance with the Global Reporting Initiative (GRI) framework.

In 2018, Ampol launched its inaugural Reconciliation Action Plan.

Shell

Shell’s undertakes operations and business activities in a sustainable way that meets the high expectations of a broad range of stakeholders.

Shell responded to or participated in ISS (Governance, Environmental & Social Disclosure Quality Score), MSCI and Sustainalytics. Climate change and greenhouse emissions reduction is a key sustainability focus areas.

Reducing carbon emissions and demand for alternative energies continues to grow in importance. Shell has formed a Carbon Solutions team to focus on, but are not limited to, hydrogen, electric vehicles, carbon offsetting, bio diesel and bio methane.

Shell has commenced a pilot program for electric vehicle charging services at their retail sites. Electric mobility will mature through to 2030 however in the interim, infrastructure supply and roll-out is a key consideration.

Shell has a waste management program which defines how to avoid and minimise the generation of waste, and ensures waste is managed appropriately and in accordance with regulations. The program seeks to eliminate, reduce, reuse or recycle waste.

‘No Product to Ground’ is a program to ensure no uncontrolled release of hydrocarbon products to the environment. Spill prevention and control measures have been introduced across all operations.

Making the most of this contract

The average metropolitan ULP fuel price is 26-30 cents per litre cheaper on Mondays and Tuesdays so topping up your fuel tank on these days can deliver significant fuel savings.

Having a fuel card from more than one contractor will give you better service station coverage so you can buy from the service station with the lowest price on the day.

When you use a fuel card, the following discounts off the pump-price will apply:

*These are the minimum discounts you will receive. For fuel cards, on any given day at any given site, the lesser of either the bowser price less these discounts or a ‘formula price’ will apply. The formula price can smooth out the peaks in the weekly metro ULP fuel cycle and reduce the cost of bowser fuel in country areas.

You won’t see the discount on the receipt that you get from the service station. The discount is calculated after your purchase and is applied to the transactions that appear on your monthly fuel card invoice.

The contractors will accept direct debit or EFT payment of fuel card invoices by State Agencies. The Contractors have the discretion to require payment by direct debit from other approved CUA users.

Bulk fuel

BP sets bulk fuel pricing weekly. When you set up an account, BP will email you bulk fuel prices every week.

Cost of delivery will depend on your location and the drop size.

BP will accept direct debit or EFT payment of bulk fuel invoices from government agencies and has the discretion to require payment by direct debit from other approved CUA users.

BP does not accept invoice payment by government P-Cards (purchasing cards).

How do I buy?

Bowser fuel

If you are operating State Fleet vehicles, these are managed by a fleet managing company under the Motor Vehicle Fleet Services CUA06916 (www.wa.gov.au).

The fleet manager uses this CUA to arrange for the fuel cards that are put into State Fleet vehicles. Your fuel card invoice will come from your fleet manager.

Fuel card purchases capture odometer readings. These are reported to the fleet manager to schedule servicing and replacement of your vehicle.

Government agencies and other approved CUA users that are not operating State Fleet vehicles can obtain fuel cards by contacting the contractor directly. These customers will receive monthly invoices from the contractor and will make payment directly to them. To obtain BP fuel cards, please enter the account/promo code 'WAGOV' when purchasing via the BP website. 

Any vehicle can have any number of fuel cards.

Coverage

In some instances BP, Caltex and Shell can form third party arrangements with unbranded or competitor sites that will accept their fuel cards.

Fuel card security

You are liable for all purchases made on a fuel card unless the fuel card has been cancelled or suspended.

You can request PIN numbers and fuel card limits (e.g. by value, volume, type of fuel / merchandise) be placed on your cards to help prevent unexpected costs.

Bowser fuel in towns with no fuel card coverage

There are a very small number of government vehicles operating in Western Australian towns that are more than 20km from a service station covered by this CUA or a third-party agreement.

Drivers passing through these towns should avoid having to fill up by planning using the list of service station sites that accept our fuel cards.

If you have vehicles operating in these towns then you could:

  • Pay for fuel in that town using a government Purchasing Card
  • Setup an account with the local service station
  • Seek an exemption from the CUA so you can plan for a branded or generic fuel card (e.g. Motorcharge, Motorpass) for vehicles based in those towns.

If you have State Fleet vehicles operating in these towns then you should discuss these options with your fleet manager first.

One of the benefits of the contracted fuel cards is that they provide your fleet manager with odometer readings to help them better manage the servicing and replacement of your State Fleet vehicles. Other payment solutions are unlikely to provide odometer readings and therefore should be applied sparingly.

Please let the contract manager know of any towns where fuel card coverage is an issue so third-party coverage can be explored.

Bulk fuel

To purchase bulk fuel through the CUA you will need to set up an account with either BP or Shell. BP will provide you an updated bulk fuel price on a weekly basis.

Frequently asked questions

Do I have to buy from this contract if I am purchasing from a regional location?

State Agencies must use the CUA for buying bowser fuel for their vehicles or bulk fuel for their on-site fuel tanks.

Why doesn’t the paper receipt that I get from the service station cashier show any fuel discount?

You won’t see the discount on the receipt that you get from the service station. The discount is calculated after your purchase and is applied to the transactions that appear on your monthly fuel card invoice.

How do I cancel or suspend a fuel card?

Fuel cards in State Fleet vehicles are managed by the fleet manager and requests for cancellation or suspension can be made through them.

Fuel card programs for non-State Fleet vehicles are run by an administrator in your organisation who will have either online access to the contractor’s fuel card system or access to the contractor’s call centre to cancel or suspend fuel cards.

Do I need a fuel card for refuelling school gardening equipment (mowers, trimmers etc.)?

No. The CUA has been designed to provide benefits for frequent fuel purchases across a vehicle fleet. Infrequent fuel purchases for gardening equipment are not generally suited to fuel cards and it would probably be more efficient to buy this fuel with a P-Card or cash.

Can I use shopper dockets when buying fuel with a fuel card?

No. Shopper dockets are only accepted by service stations for retail fuel purchases made without fuel cards. Fuel card purchases provide discounts and benefit from a 21-day account payment facility and odometer data feeds for fleet management.

What happens if I need to purchase products/services that are not available on this arrangement?

You can purchase all standard fuels from this contract. If a product you need is not available on the CUA then you must purchase in accordance with relevant Western Australian Procurement Rules.  Details of these policies can be found on the Western Australian Procurement Rules webpage.

Do I need to get quotes?

No. You can buy bowser fuel directly from a contractor’s service station using their fuel card. The price you pay will be based on the pump price less the discount or the formula price. The bulk fuel prices are set weekly in advance by BP so you can buy directly from them without getting a quote.

Can I receive updates about this contract, including any discount price changes?

Yes. Email your contact details to the contract manager (see right column).
