
The modernised Metropolitan Region Scheme (MRS) takes effect from 31 March 2025, replacing the outdated 1963 MRS text and processes.
A key change is removing significant duplicate application processes. Region scheme approval on zoned land is only required, in the main, for developments of state or regional significance or in the public interest as required by the Western Australian Planning Commission (WAPC).
New provisions for the preparation of strategic land use and regional infrastructure plans have been introduced to accommodate future housing and businesses. The WAPC also has new powers to prepare and approve region planning scheme policies.
There are no changes to the current Scheme maps, zones or reserves, other than minor updates to the legend.
In support of the new MRS, the WAPC has developed District Structure Plan guidance providing clear and consistent processes for future zoning, subdivision and development of land.
