Safe and Fair Reform Package

The Minister for Finance has announced a reform package for procurement practices aimed at bolstering the local building and construction industry.

The Safe and Fair Reform Package relates to Department of Finance led construction projects including schools, hospitals and police precincts.

The package follows recommendations from the Master Builders Association of WA (MBA WA), Building and Construction Consultative Committee (BCCC) and Western Australian Unions on how to leverage government procurement to achieve better outcomes for builders, subcontractors and workers.

The reform will be delivered in three stages including: 

  • Stage 1 - 2024
    • Enhancements to Department of Finance’s tendering and contracting practices  
    • Supplier Code of Conduct
  • Stage 2 - 2025
    • Best Practice Principles for construction projects   
    • Further enhancements to Department of Finance’s contracting framework
  • Stage 3 - 2026
    • Enhanced pre-certification of suppliers based on financial and technical assessment and compliance
