The Training Accreditation Council’s risk management approach to regulation is to consider the risks to the quality of vocational education and training outcomes on an ongoing basis. Underpinned by the Council’s Risk Framework, stakeholders are informed about the Council’s regulatory focus areas via its Regulatory Strategy.
The Council’s Focus on Quality: Regulatory Strategy 2021-2023 identifies units of competency leading to High Risk Work Licences as an area of focus. Issues that have come to the attention of the Council include: the amount of training; meeting the requirements of the training package; assessment, including recognition of prior learning and the use of national assessment instruments; vocational competencies and industry currency of trainers and assessors; facilities and equipment; third party agreements; industry engagement; and information provided to prospective learners and marketing.
The Strategic Industry Audit (SIA) will focus on the following units of competency:
- TLILIC0003 Licence to operate a forklift truck [1]
- TLILIC0005 Licence to operate a boom-type elevating work platform (boom length 11 metres or more) [2]
- TLILIC0018 Licence to operate a non-slewing mobile crane (greater than 3 tonnes capacity)[3]
- CPCCLDG3001 Licence to perform dogging [4]
- CPCCCM3001 Operate elevated work platforms up to 11 metres [5]
Planning for the SIA has commenced and TAC RTOs selected to participate in the review will be contacted shortly.

The Council supports the sector through education and guidance and offers an extensive education program which aims to provide specialised professional development opportunities delivering practical information to support business improvement and assist RTOs understand and meet their compliance obligations against the Standards for Registered Training Organisations (RTOs) 2015.
